RC14001® Management System

Framework

MPC has adopted the RC14001® management system that adheres to a "plan-do-check-adjust" framework to assess risks, set targets and measure progress. Business decisions affected by HES&S are also guided by the Code of Business Conduct. Meeting these commitments is a responsibility shared by everyone, including all of our employees, contractors and third parties.

Executive Involvement

Our executive leadership team meets at least quarterly with key HES&S leaders throughout our company to evaluate performance and to discuss key strategic issues. This forum, called the HES&S Management Committee, enables executive leadership to stay fully aware of pressing HES&S matters affecting the company and to ensure governance of our RC14001® management system.

Compliance and Accountability

Responsibility for HES&S performance lies with the manager of each MPC facility and ultimately with the head of each MPC business unit. To ensure compliance with laws and regulations as well as company policies and standards, we employ approximately 500 HES&S professionals throughout our operating components directly responsible for HES&S matters. In addition, we maintain a corporate department that is responsible for establishing corporate-level standards, evaluating and determining how best to comply with new and emerging legislative and regulatory requirements, and assisting the HES&S Management Committee in formulating policy for the company. The corporate department also includes an HES&S Audit group, which is an essential component of our RC14001® Management System.

Responsible Care® Management System

Since 2001, MPC’s health, environment, safety and security (HES&S) performance has been continually improving under the Responsible Care® Management System, and we are now moving into a more rigorous phase of HES&S management that represents a new level of commitment: RC14001® certification.

RC14001 is a management system that combines Responsible Care with the globally recognized ISO14001 environmental management system, established by the International Organization for Standardization. ISO, as the organization is called, is an independent, nongovernmental international body that provides world-class specifications for products, services and systems that ensure quality, safety and efficiency. Four MPC organizations already certify to the RC14001 standard: the Detroit refinery; Terminal, Transport & Rail; the Galveston Bay refinery in Texas City, Texas; and Marathon Pipe Line LLC. The rest of the company will begin certification to the new standard in 2018. Similar to Responsible Care, RC14001 provides the company a management system that integrates health, environmental stewardship, safety and security, and is third-party auditable to ensure compliance and continual improvement.

Our Standards

To drive further consistency, we complement our HES&S management system with performance-based standards that set expectations for organizational performance. Standards are periodically reviewed and updated to reflect changes in laws or regulations, incorporate recommendations arising from audits and incident investigations, and to continually improve performance.

Audits

Periodic audits are a critical aspect of our HES&S management strategy. MPC relies on a three-tiered audit program to maintain regulatory compliance, ensure adherence to company standards and achieve continual improvement.

  • Tier I audits are frequent, targeted audits conducted by facility personnel.
  • Tier II audits are periodic in-depth audits that focus on regulatory compliance. Tier II audits rely on subject matter experts within the company and from outside the company.
  • Tier III audits are in-depth audits conducted by MPC's HES&S Audit group that determine compliance with, and test the implementation and effectiveness of, MPC’s HES&S Management System. Tier III audits also review the effectiveness of the Tier I and Tier II audit programs.

In each tier of the audit program, corrective action plans are developed to address findings, which are tracked to completion. Lessons learned from audits are shared across organizations. Key findings and trends from audits are communicated to MPC's HES&S leadership and senior management. Each operating component is also audited by an independent, accredited auditor for adherence the RC14001® requirements.
